How do I get my iPhone 4 repaired?

So I bought my iPhone 4 in Scotland, Aberdeen in November. I am still within my warranty. I want to get my iPhone repaired cause my apple bumber damaged it. The whole stainless steel band is screwed up and has weird black marks on it that I cant remove. And allot of scratches. But the problem is that I dont live in Scotland. I live in Holland. How do I get my iPhone repaired? I do think Apple should repair it. WHAT SHOULD I DO BEFORE I AM OUTSIDE OF MY WARRANTY?!
