What is the relationship between the values of the meridian times and the rising and setting time?

each meridian line represents one hour of time. west of Greenwich mean time subtract an hour for each meridian and east of it add one hour. The meridian lines themselves don't effect when the sun rises and falls, that is dependant on the earth's rotation around the sun, we just measure when the sun rises and sets by using the time as it is depending on where in the world you are. Keep in mind the earth's rotation also.
