How can i build a offline server like 192.168.1.100 for free {but not a ftp server}.i need a offline server?

my school has not any internet connection in smart classes organized in our class but they type 192.168.1.1 in run menu and a dialogue box appears connecting to school server .type user name and pass word the entered the username and password and a server opens witth a lot of files opens in it many softwares .they install softwares from it.{please can any one help me by giving a suitable answer of my question.pleaseeeeeeeeeeeeeeeeeeee
